Why do people say rules are meant to be broken? and Do you think discipline is worth to do? Why?

Why ? its because too many people out there like to break the rules as an Example Like Indonesian Corrupt right ? they just think about money, they like to break the rules. if u talkin bout discipline it means to be discipline we must obey the rules ^.^
